Refund, Attendance & Withdrawal Policy

(Effective for Army Credentialing Assistance (CA) and Air Force COOL funded enrollments)


1. Purpose

This policy defines the conditions for refunds, withdrawals, and attendance requirements for Soldiers and Airmen enrolled in certification training programs funded through the Army Credentialing Assistance (CA) Program or the Air Force Credentialing Opportunities Online (AF COOL) Program.

It ensures compliance with Army CA and AF COOL Memorandums of Agreement (MOA) while protecting the integrity of services delivered by Jack Quinn Solutions, LLC (hereafter “the Provider”).


2. Delivery of Services

All program components — including:

Training access

Exam vouchers/certification codes

Membership fees

Training materials (digital or physical)

are considered delivered upon assignment of login credentials to the Provider’s online training platform.

Once credentials are assigned, all funds are deemed utilized, regardless of whether the Soldier/Airman chooses to access or participate.


3. Attendance & Active Participation Requirements

To remain enrolled and eligible for exam scheduling and Provider guarantees, Soldiers/Airmen must:

Activate their online training account within 30 days of assignment of login credentials.

Remain consistently active in the training portal. “Consistently active” is defined as:

No period of inactivity exceeding 30 consecutive days.

Notify the Provider in writing (via email to [email protected]) within 30 days if unable to participate for any reason.

Failure to Comply

Failure to activate the account within 30 days, or failure to remain active without notification, will be treated as a no-show.

No-shows forfeit course access, exam eligibility, and any associated guarantees, with no refund issued.


4. Refunds

No refunds will be issued once login credentials are assigned, as all services are considered delivered at that time.

If a withdrawal occurs before login credentials are assigned, a refund may be issued in accordance with Army CA or AF COOL requirements.

Refund requests initiated after assignment of credentials will be denied.


5. Withdrawals

Soldiers/Airmen are responsible for notifying both ArmyIgnitED/AF COOL and the Provider if they intend to withdraw.

The Provider does not initiate withdrawals on behalf of Soldiers/Airmen.

Withdrawals after assignment of login credentials are ineligible for refunds.


6. Extensions

Soldiers/Airmen may request extensions through ArmyIgnitED or AF COOL.

Provider extensions of platform access may be granted at the Provider’s discretion but do not alter funding utilization.

Extension fees, if applicable, must be paid out-of-pocket by the Soldier/Airman.


7. Compliance

This policy is consistent with:

Army CA MOA: Providers may retain funds once training has started. Assignment of login credentials constitutes training start.

AF COOL MOA: Providers may designate items as non-refundable, provided the policy is published and accessible prior to the expenditure of AF COOL funds.


8. Summary

All services are delivered upon assignment of login credentials.

No refunds after assignment of credentials.

Attendance and participation are mandatory; inactivity >30 days without notice = no-show.

Withdrawals must be Soldier/Airman-initiated; no refunds after credentials assigned.
